CPT Furlong is the Officer in Charge (OIC) of Civic Action Team 84-10. He was born in Londonderry, NH, and commissioned as an Engineer Officer (12A) in the U.S. Army on April 16th, 2021. CPT Furlong also graduated from Georgetown University with a bachelor’s degree in international politics in 2021

SFC McDonald is the Non-Commissioned Officer in Charge (NCOIC) of Civic Action Team 84-10. He was born in Rockwall, TX, and enlisted in the U.S. Army on June 10th, 2010, as a Horizontal Construction Engineer (12N).

MAJ Crotteau is the Medical Officer of Civic Action Team 84-10. She is a developmental behavioral pediatrician, based out of Madigan Army Medical Center (MAMC) on Joint Base-Lewis McChord (JBLM). She works primarily with children with developmental disabilities and chronic medical illnesses. While in Palau, she hopes to spend her time outside of the clinic teaching, running with the team, and scuba diving.

SSG Cokley is the Senior Builder and Project Manager for the team. He is 29 years old and enlisted in the Army in October 2014 as a Carpentry and Masonry Specialist (12W). SSG Cokley was previously assigned to the 36th Engineer Brigade in Fort Hood, Texas. He has been stationed with the 84th Engineer Battalion in Schofield since November 2019.

SGT Fowler is the Lead Carpenter for the team. He was born in Hillsdale, Michigan and enlisted in 2019 as a 12W (Carpentry and Masonry Specialist). SGT Fowler’s first assignment was at Fort Bragg, NC, in the 27th Engineer Battalion (Airborne). He has been stationed with the 84th Engineer Battalion in Schofield Barracks, HI since 2024.

SPC Fletcher is the Electrician and Plumber for the team. He is from Auburn, New York, and is 27 years old. He enlisted in the Army in October 2022 as an Interior Electrician (12R). He is currently assigned to the 84th Engineer Battalion in Schofield Barracks, HI, where he has been stationed since March 2023. SPC Fletcher’s hobbies include hunting, fishing, and enjoying time with family and friends. This is SPC Fletcher’s second CAT-Palau mission; he is a former member of team 84-09.

SSG Mwiseneza is the Senior Equipment Operator for the team. He was born in Rwanda, Africa, and enlisted in the U.S. Army in 2017 as a Horizontal Construction Engineer (12N). He is currently assigned to the 84th Engineer Battalion in Schofield Barracks, HI, where he has been stationed since June 2023. SSG Mwiseneza has one daughter, Chrissy, who is seven years old. 

SPC Little is a Junior Equipment Operator and Utilitiesman for the team. She was born and raised in the “Queen City” - Cincinnati, Ohio. She enlisted in the U.S. Army in 2023 as a Horizontal Construction Engineer (12N). SPC Little has been stationed with the 84th Engineer Battalion in Schofield Barracks, HI since 2024.

PFC Jarrett is a Junior Equipment Operator for the team. He was born in Staten Island, New York, but was raised in Warner Robbins, Georgia. He enlisted in the U.S. Army in 2023 as a Horizontal Construction Engineer (12N). PFC Jarrett has been stationed with the 84th Engineer Battalion in Schofield Barracks, HI since 2024.

SGT Bibiloni-Colon is the Senior Mechanic for the team. He is originally from Bayamon, Puerto Rico, but in 2013 his family moved to Clarksville, Tennessee, to pursue “The American Dream.”  He enlisted in the U.S. Army in January 2021 as a Construction Equipment Repairer (91L). He was first assigned to the 39th Brigade Engineer Battalion in the 101st Airborne Division in Fort Campbell, Kentucky, from June 2021 to December 2024. Since 2025, he has been assigned to the 84th Engineer Battalion in Schofield Barracks, HI.

SGT Miller is the Steelworker for the team. He is originally from Marion, VA. In 2014, SGT Miller enlisted in the Virginia Army National Guard as a Unit Supply Specialist (92Y). During this time, he also worked as a Corrections Officer and a Protective Security Officer. In 2020, SGT Miller transitioned to full-time, active-duty service in the U.S Army, and he transferred his Military Occupational Specialty (MOS) to Allied Trade Specialist (91E). His hobbies include CAD work, playing the piano, and occasionally playing video games.

SPC Alford is the Junior Mechanic for the team. He was born and raised in the small town of Manchester, Tennessee. He enlisted in the U.S. Army in 2023 as a Construction Equipment Repairer (91L) and is currently assigned to the 84th Engineer Battalion at Schofield Barracks, HI. In his free time, SPC Alford enjoys being outdoors and has a passion for playing video games.

SGT Marquez is the Supply Specialist and Operations Manager for the team. She was born in Tijuana, Mexico, and later moved to Covina, California. She is 22 years old and enlisted in the Army in 2020  as a Unit Supply Specialist (92Y). SGT Marquez was previously assigned to 25ID in Fort Riley, Kansas. She is currently assigned to the 84th Engineer Battalion in Schofield Barracks, HI, where she has been stationed since September 2024. SGT Marquez’s hobbies include working out at the gym and going on hikes. She graduated from the University of Maryland with an Associate's degree in General Studies, and she is currently pursuing her Bachelor's degree in Healthcare Management.
